Why so many nukes?

What’s the point of a country having thousands of nukes? Sure I understand mutually assured destruction and deterrence but at some point it becomes useless to me cause there is no reality in which 4000 nukes will ever prove useful. Can’t that funding be used elsewhere to a more applicable point in the defense such as training on ground troops?
