Medical Marijuana

I live in Omaha, NE and hopefully somebody who’s reading this resides here too. July 1st Medical Marijuana Cannabis Regulations were put into effect.

But Medical Marijuana cards aren’t able to be obtained or guidelines for licenses. ( Does applying for licenses allow smoke shops to become dispensaries?)

Could a health care provider legally write a recommendation? That I could use? For marijuana before cards are able to be obtained ?
