Who can I talk too?

I recieved my TJO for CBP import specialist in October of 2023. I completed all requirements including background and drug screen, etc. by January 2024. Months go by I hear nothing, I email my HR person... nothing, no response, no follow up. Fast forward to April 2025, I just relocated on military orders in a different state. Something tells me to reach out to CBP and I do so. I am then contacted by a new HR person saying I passed suitability in December 2024 and they will reach out to schedule my EOD. Mind you I have now relocated 2,000 miles away after 2 years of waiting and radio silence from the Port and HR. I explain to the new HR person I relocated and was not notified I passed suitability, they stated well, we have to withdraw your application and you can reapply in your new location and your background will still be valid. Fast forward to now, I reapply to the recent job announcement and boom I am not selected. (I have a security clearance, bachelors in homeland security and emergency management, and used to be an investigator) so I'm wondering is there someone I can plead my case to or just chop it up as a lost.
