I need your advice . Guide me please

Iam a completely noob and new in retro games thing. So i need help .first should i pay an handheld console like powkiddy x 55 or should i try Android emulator first? I can only buy this x55 because it's nearly a month or month and half salary in my country. So should i strick to Android first and if i do how can i install roms in my device. My phone has Snapdragon 660 processor and 4gb ram . If I don't buy this powkiddy may be i could buy a tablet of honor 9x pad with 680 processor or something better .
