FD-73 D-pad won't move up, doesn't let me change camera quality from STD to FINE. Help?

I got a FD-73 and it seems to work great except the D-pad doesn't go up or down, which means I can't change the image setting to FINE from STD. Is there any other way to bypass that menu?
