Toolbox help.

Alright, so I am ready to jump into this new dlc. However, I wish to do do with this "ToolBox" that helps you navigate through the games bugs and what not. Is there anyone who can explain how I aquire it, and how to use it. Also for the sake of ease, assume I am dumb as a sack of heretics.
