VA requesting outpatient records

I submitted a FDC for increase in May, went to rating step a day after submitting - I had submitted private DBQ. Today my claim had an open and closed request for outpatient treatment records. I thought since I submitted a FDC the VA won’t go hunting for more records unless I sign release authorization form, especially if it’s from private providers?
