Will blue states replace lost Medicaid funds?

After the BBB goes into effect, can blue states raise their state taxes to make up for the lost federal funding to Medicaid? Since blue states pay more to the federal government than they receive back, wouldn't this allow blue states to provide the same pre-BBB Medicaid coverage to their residents with a lower tax burden? If this is the case, could the BBB actually benefit blue states, since the federal government will give less of their money to red states?
