Referral networks

How are personal injury referral networks legal? I keep seeing several companies that charge X amount per month and add you to their network and when clients call following an auto accident for example they put the client in touch with the appropriate providers, lawyers and clinics.

How is that legal as you are essentially paying for referrals ? Even though no ones calling it that that’s what it is.
