What if the "submissions" are actually submitting another piece to the Shoeman storyline (not submitting to the body count)?

Help me play around with this idea... not sure how feasible it is but I liked how it sounded in my head..

It feels like more pieces keep getting added as we go to the saga that is the Shoeman and his boots. First we got the VCR, then we got the tracker with the SIM card, now we got a big mystery regarding the number attached to the SIM card... could it be that "making a submission" is just adding another piece to the puzzle before sending it off again?

Ie the first person made the VCR and sent the boots back with it, second person put the tracker in (or maybe it was a failed submission and they just carved out the heel for a tracker but didn't finish with the tech part), next person added the tracker and sim, next next person put their own sim in and their "submission" is the mysterious text exchanges for the next^3 person (Shiloh)...? Idk
