Mosquito bites?

So I F21 had these red bumps that came up on my skin, they were itchy and looked exactly like bug bites. They’re only on my lower legs. I itched a little but have been trying not to. I put hydrocortisone on them to help with the itching. They’ve gotten more red unlike other mosquito bites I’ve had. Anyone know what it is?
