Federal supremacy question

I’m a RN practicing at the VA. Per federal supremacy rules, my nurses license is valid across all 50 states, so even if I go to a non-compact state I don’t need to get that states’ nursing license. Anyways, if I choose to practice at a VA that has policies, protocols and a functional statement that expands my scope of practice outside of my original licensing state practice act, am I allowed to follow those policies and procedures, thus expanding my scope of practice? Or must I always follow the nurse practice act of my original licensing state? Specifically looking for clarification on part 2 of the AQ94-Interim Final Rule-authority of VA professionals to practice healthcare. Thank you!
