Something is preventing the spawn of vanilla mobs

Just as the title says, i don't know if theres a mod, a configuration or something that prevents vanilla mobs from spawning, not only on world-gen but also with commands and spawn eggs.
I will leave the modlist here (only the important ones), if someone can help, it would be great

I tried to disable some of them and change configs around, but nothing worked
