Perceived interest

Genuine question - if a woman does engage in conversation, is it assumed that she is interested in more than just a friendly chat? Conversely, if a guy does approach, should I assume that he wants more than just a friendly chat? I don’t really want to spend my hours there talking to myself, but at the same time don’t want to give off ‘come hither’ vibes!
