Idea: In India, there should be an “Assembly Model Think Tank” with IAS officers. Each IAS officer can serve in this think tank for a maximum of five years.
At any given time, the think tank should include at least 60 IAS officers and 60 other qualified experts. State governments, the central government, and any public representative should be able to approach the think tank for solutions or policy ideas related to the issues they are facing.
The members should discuss, debate and finalize solutions( by voting) , similar to how MPs and MLAs do in an assembly or parliament.
Once the discussions are complete, the think tank should provide one or more official solutions and formally submit them to the concerned authority or individual who requested them.
To promote open and honest discussion among members, recordings and meeting details should not be made public. This setup would function somewhat like a secret policy assembly. But the official solutions will be made public.
Every issue to be discussed should be scheduled in advance, giving officers ample time to evaluate the problem and prepare well-thought-out solutions.
