I screwed up but the system screwed me more

Hi I was back on my way from a trip from South Carolina working we drink the night before.In the morning I dropped my cousin off at the hotel they were staying and he left an open container and 6pack of beers. I was on my way back to sign up for a new job that just called to begin working for them. On my way I was following two cars in front of me that we're going fast and the cop was just waiting like an alligator. He let them go and followed me I passed the field test he then gave me the breathalyzer and told me to put my hands behind my back never gave me the number on the breathalyzer. We were in Georgia an hour and a half from my house he never asked me if I wanted to take Chemical Testing but on the ticket it said it refusal he then took my license and also gave me a ticket for a cracked windshield improper placement of license plate operating a vehicle with the cell phone DUI and speeding the worst part is he took my license and I can't receive an i.d. without giving them my license so how am I supposed to get a job even if it's going to be hard because of my criminal charge I spent 3 days in jail and I had to pay $220 in bail and my car was impounded 30 Mi away and I had to pay $225 for that my question is how do I get a public defender to represent me when they are making it seem like they don't do public Defenders in that county and how am I supposed to get a job without a ID with my photo on it and me being an hour and 30 minutes away is there a way they can transfer my probation to the county i actually live in or can I do jail time and just pay for it that way. Also if I plead not guilty will I just be sent home like an arraignment and forced to come another time 1 and a 1/2 hours from home. Is there any way I can get my license on suspended quicker because I don't have the $150 to appeal somebody please give me some advice thank you in advance
