Water or Seastone?

Is it all kinds of water that affects df users or is it really the seastones inside the water?

TLDR: I came across a post with someone who doesn’t watch One Piece asking this on ig and the comments were crazy!

I remember an episode I think during wano where it was explained it’s the seastones hence why their artisans were able to create weapons(bullets) out of such. Someone said Oda’s sbs confirms it’s all water but refused to provide a source.

Anyone know the actual answer?
