What was the third wave like in the diy/ independent space?

I only really know the third wave as the big emo pop era where the genre hit that massive wave of popularity with the bands everyone knows as “emo”. But what was the scene like for those of you who were active in the smaller/ diy spaces? Any band recs from that time?
