Extremely strange car tech problem, phone carrier outage caused car phone functions to quit

About a week ago my family’s phone carrier had a massive outage. It was fixed fairly quickly, but for some reason, it permanently affected my mom’s car, specifically the area of the car where her phone hooks up to it.

When she plugs her phone into the car it won’t allow her to make calls or use voice to text anymore. She has been to a mechanic several times now and nobody can seem to figure it out. Has anyone else had a similar issue??
