How do you guys rate teams? Can someone give an objective scale of rating? Cause it fluctuates so much? Please answer as I need guide

My team is 111 OVR, but my team constantly gets a rating of 7-7.5, it's not bad but I see other teams with a much lower OVR get a better rating, like 8-9? What is the difference, what is wrong with my team? Is the rating purely subjective, it just depends on who comments, whether the commentator have high standards or low standards? Please answer this as I need guides
