Question about zoom factor of Laowa 100mm f/2.8 2X Ultra-Macro APO?

so the lens has a zoom 'up to' 2X, does that mean that it will have a smaller zoom amount when focused on something further away? Or do I effectively always have a significant crop due to the 2x zoom?

Maybe a noob question but it is not sold around my place and no review covers this spec.
