Sans databricks

Let’s say I have a pipeline that is a docker container maybe it’s an iot rest end point with a .py pinging it and using airflow dbt inside Postgres. Does it make sense to have one docker container per iot device? I am not using databricks, want to use azure, but have a startup budget. Let’s say I have a hundred devices but they pretty much follow the same setup— get readings into a Postgres table maybe rds?
