PE courses full before freshman pre-enroll

Many of the PE classes I (incoming freshman) am interested in say "closed" or "waitlist" on class roster. I assume this means upper class-men have already taken these spots. Do freshmen just not get to take those classes? Is it likely that any spots in those classes open during add-drop? How should I go about pre-enroll if all the PEs I want are full?
