16 year old moving from Wales to England

My Son’s friend from Wales is 16 and having issues at home with his parents and wants to run away. He has asked if he can stay with me and my Son.

For me this is a LAST resort and I’d rather see the kid get help where he is, but my question is that is there anything to legally prevent said 16 year old from coming to live with us?
