Budget friendly (or free) ceremony/venue locations in Hampton Roads, VA?!

My fiancé and I are planning on getting married in April or October of next year (we don’t like the extreme heat). I already have a dress that I irrationally picked out the first time I went wedding dress shopping and I love it so much, but it is by no means courthouse appropriate or anything like that. We are having a small and intimate ceremony with our closest friends and family, so about 30 people max. Any recommendations for scenic and/or private, low key ceremony locations in or around Hampton Roads or NOVA?!
