Salt Lake City Protest shooting - Actual perpetrator?

Did anyone ever get find out who shot the protester at the Salt Lake City rally?I noticed they called him a veteran peacekeeper but no arrest was made. Shouldn’t the peacekeeper be in jail? I am so lost.
