Best way to get rid of poison ivy in yard? And will it come back!? I have very tall trees in my yard and I think birds bring these ivy seeds...

Im in NC...and since Im poor in money and rich in time, I need to redo my yard.

My question is....what's the best way to get rid of poison ivy and English ivy? Im assuming just dig up that dirt and replace it with new dirt? Just bite thr bullet..eh?
