Do you think that a world with special/magic/powerful people would be even more bent toward elitism/aristocracy than ours is? Would they be ever able to form democracies where everyone is allowed to vote?

Lore

Note: An underlying assumption is that this group has always existed and isn’t a new thing.

Obviously questions like what the powers are, and how you get them matter but by and large do you think that a world where only some people are invested with personal would be more naturally bent towards elitism?

By and large despite the fact that most people are inately pretty close to equal(Yes there is a decent bit of variation but its usually not orders of magnitude worth) elitism seeing as most societies even today are run by elites, some of which have to answer to the people. Kingdoms, chiefdoms, and other top down societies are what have ruled over the vast majority of societies for all of recorded history.

Which leads me the underlying question of whether or whether any kind of egalitarianism could exist if one group was simply superior in terms of their ability to exert power/authority/force on normal people.

Technology could eventually shorten the gap to the point where it is eliminated but that sidesteps things as it would simply bring the power dynamic more in line with our own. Assuming this subset of people were to remain significantly more powerful than any individual could anything resembling a democracy form where the less gifted could also vote?

As a side consideration it would also matter I think in what ways they were better, If they simply stronger(in the sense that they can exert more violence than a normal person could) than I might see people banding together assuming the difference in power wasnt too absurd but if this group had abilities that them to act smarter, or be more persuasive that this state could exist near indefinitely.
