White Squirrel Tips Needed

Hi! So my mom loves this game and has a quest about taking a picture with a white squirrel but for some reason it’s not spawning during the time it’s supposed to?

I closed and opened the game, I left the area and came back, I even despawned all other companions in case they’re the reason it’s not spawning. It’s really annoying.

Does anyone have any tips on how to get a picture with this stupid squirrel?
