What is the best thing to put in shield slot(offhand)?

Im currently building a 99%max build and want to know whats the best item for offhand holding. Im building it for lost cities and im planning on using wine + be dragon race.

my options are:

1. Ank shield (gives +1 bauble spot)

2. golden tower shield(for natural blocking 2 [30% dmg reduction])

3. Another weapon (i dont really understand this but i see people talking about this)

4. totem of undying (if all else are useless, this at least tanks +1 hit no matter what [also gorgon])

Secondary question:
why does everyone say to use dragons eye even in wine builds? doesnt it just give fire res?
