I don't know where to go now?! 😭

I have level 4, im in Khorinis. I did all the quests I could do, but I can't finish many of them cuz enemies are ultra high level. Where should I go?

• Can't do lighthouse quest cuz bandits are high level.
• Can't go to Onar farm cuz there are bandits on the bridge
• Can't finish "missing people" quest because... Idk? Im stuck with this I guess (talked to all ppl)
• Can't kill that guy behind fish shop cuz he has too much HP

I became citizen of Khorinis but there's no quest in upper town. I can also become militia (but I want to do other quests (onar etc.))

Where should I go? Im doing something wrong?
