Looking for options for my 13 yr old son

I live in a state where there is no age restriction. We’ve all ready set the standard that a helmet must be worn at all times along with basic protective gear, eg have to ride wearing shoes, shirt, etc.

I’m looking for something $1,000 or less and prefer a top speed 20mph or so.

Any suggestions of where to begin to look? So many options on Amazon.
