Help my lizards skin is falling off!

I woke up to check on my lizard and his scales were peeling off. Weirdly the scales were mostly see through and he had a second set of scales underneath. I talked to a vet and they recommended I get serious help and that I should be locked up. Idk why they think that but maybe this is how lizards reproduce? Please give answers!
