How do you change photo sizes, then print them?

I'm trying to make one of those explosion box gifts for my 1yr anniversary with my girlfriend. The instructions that came with the box is saying how I need 18 photos with 3 different sizes (6 per size). How can I print the photos I want in these specific sizes? Are there any apps (that are free) or any services that deliver quick with the things I need?
