Why isn't abusive chat being addressed?

Abusive language in chat is something I see regularly in this sub. Why do these accounts not get banned? This dude threw a winning advantage that resulted in a drawn king and pawn endgame. After threefold repetition, this is his reaction. If he is saying this in a drawn game, there is a good likelihood that he is doing the same in other games as well. I would like the moderators to check this guy's message histories in other games and ban his account(if it falls under the chess.com fair play violation)
