Help making custom dress up stickers?

Hello! I am currently trying to make custom sticker sheets for a project of mine. The idea is they would go on a sheet designed to let them be reusable/restickable so you can do different clothes designs. What material should I be making the sheet out of? Does anyone know where I could get these sticker sheets printed? Thanks!
