Why hasn’t the IOC split GB into its respective countries out of fairness?

I understand the reasoning due to the respective olympic assosiation, but it doesn’t make sense to me why the IOC wouldn’t split this out of fairness and the athletes wanting to represent their true home country and not a group of countries.
