If a toilet is "too powerful," is that based on the GPF?

Have an issue that when the toilet in the main bathroom flushes, it gurgles and water drains from the toilet in the second bathroom. Had someone come out and take a look at it and after trying a few things, determined that it seems that the main toilet is too powerful so I need to look at getting a new toilet. Is he talking about the GPF being too high for the main one (1.6 GPF)?
