Masters or Work Experience?

Advice?

Does getting a masters offset a bad GPA (2.8)? I know that a masters degree is considered a soft factor, but I wanted to hear ppls perspective. My major GPA is a 3.7 but my cumulative was tanked due to community college grades. I’m considering getting my masters to make up for this. Or is that unnecessary? I also have around 3 years of work experience in corporate law where I currently work. Is longer work experience going to look better on my applications? I was waitlisted to 4 schools this past cycle and no A’s. So just trying to figure out how to better my chances for next year.
