Can a builder ask for any unreasonable amount as monthly maintenance or is there a regulation protecting home buyers in this context? Thanks

The builder in question has 3 properties with varying sizes and amenities and he is asking for the same amount for all three including the one with no amenities (way above the standard market price anyway).
