Judge Dredd is Tim Bradford and Judge Anderson is Lucy Chen post apo edition, yay or nay?

Did a rewatch of 2012 Dredd and it struck me that the way Dredd trains Anderson is quite like if you took a "Tim Test" and apply it to the megacity One, so I wonder if anyone else sees it that way, or if anyone has a good argument for why I am wrong.
