Have anyone finished the seeker medallions?

I'm almost done with the bundle things, only need some rare bugs and recipes that are high level, but the thing I'm really struggling with is getting the medallions. It feels like I have completely stopped finding them. Are they in specific spots? Is it randomly generated where they spawn? Is not finding enough another bug in the game? Looks like the treasure tracker only worked in the elderwoods so I'm just trying to walk on every pixel in the bay to try and find these last medallions. Does anyone have any tips on how to find them?
