High revving sound when battery is full

When I’m driving down a long downhill (think mountains) and in cruise control, I’ve had the engine suddenly start revving at high RPM as though the car has downshifted to a lower gear to slow down. It happens when the battery is full and it can be very startling.

Anyone else experience this? Normal or wack?
