does ling have dormant, awakened, and ascended aspect abilities, or just trascendent abilities?

i don't remember if G3 ever explained that in the novel, i am asking because he didn't actually complete his first or second, he didn't even go to the dream realm really, so how does that work? is he like, the weakest saint ever? or nah?
