Samsung dryer motor issue?

Samsung DV331AEW

Background info: I recently changed the PCB due to the drying element relay being fused closed causing the heating element to heat up whenever the dryer was plugged in. I’m not sure what happened to cause this but it appeared the heating element coils shorted together as upon inspection they were charred and fused to one another.

Current situation: After replacing the PCB and reassembling the machine, the dryer does not spin unless I hand rotate the drum slightly and then start it up. Otherwise, it just makes a humming noise and remains stationary when I start the cycle.

If I physically rotate the drum a few inches, then shut the door and start the cycle, it spins and runs fine. This has to be repeated each time I stop the dryer regardless of if there are any clothes in the drum. For clarification, I am not getting the drum spinning by hand and then starting it, I am simply adjusting the drum a few inches and then the motor works as intended.

Any ideas what could be causing this?
