Why are Indian professors, making upwards of 2 lacs per month, engaging in fake research.

If you have ever been to an Indian university you know what I'm talking about.

1. Ripping off a popular paper, tweaking a small component and republishing it.
2. Take a popular paper, apply the same technique in some other obscure domains like healthcare.

No effort towards making original contribution. No effort towards turning their research into a profitable business.

Can someone explain what is the reason behind this? What excuse do these professors have. Are we by nature, a mediocre nation? What must we give these professors so they can rise above mediocrity. What is missing in their lives?
