EU compensation

I booked a mileage flight from Aeroplan and it was from Tokyo to USA. But I had 4 days of stopover at Frankfurt between the first and final destination. My first segment from Tokyo to Frankfurt operated by Lufthansa got delayed by 7 hours so I submitted compensation form online. Just got a response that because my journey starts in Asia and ends in USA, they can’t provide me compensation. Has anyone experienced this before? Is it true that I am not eligible for the compensation?
