Anyone else playing rogue?can’t get eagle horn to drop.

I am playing death mask flurry to start. Pretty fun. I would like to switch over to pen shot but can’t get not one eagle horn to drop. Anyone else? It’s like they know what build you want and hold out so you will play more. I googled it and apparently it’s a random drop.
