Psa 9 raikou, should be 10?

Hey everyone! Been getting a lot into grading recently, and have been checking my cards a little more carefully.

I recently received a psa9 on this raikou, and I can’t understand why.

Centering is within normal bounds, no whitening, no obvious defects on the front. Am I missing something? Help me out since I might want to re grade!
