Cover song question

Hi everyone, I want to release a cover song for the first time (I've released original songs with them before) and have been trying to research but am still just a little confused.

To release a cover song with CD Baby you need to secure a mechanical license, right?

Is it possible to release the cover song for streaming on Apple Music but not allow downloads? Or any of the other streaming services? If I did not distribute to iTunes, I didn't know if that would stop it from going to Apple Music. Same with Amazon, etc.

I want to make sure if I did 25 downloads that would be enough, we aren't trying to sell it, we just want to release it for fun and I didn't want to chance going over 25, even though I'm sure that's a slim possibility.
